Biography

Phoebe is a counsel at Hogan Lovells Fidelity, Hogan Lovells’ Chinese associate office located in Shanghai Free-Trade Zone. Phoebe provides expertise that has both legal and commercial value in three main areas: product liability and product recall; corporate investigations (FCPA, Chinese government, and whistle-blower related); and Chinese inbound civil and commercial litigation. Phoebe is a sitting member of the Shanghai Bar Association Compliance Study Committee.

Before moving to Hogan Lovells Fidelity, Phoebe worked at Hogan Lovells’ Shanghai office for six years. Before that, Phoebe worked at the litigation department of a top-tier Chinese law firm.

Phoebe holds a J.D. from the University of Iowa, College of Law, and earned her bachelor's degree from Peking University. She is qualified to practice in both New York and China.

Representative experience

  • Assisting multinational clients in product, commercial, and financial litigation before Beijing, Shanghai, Guangzhou, and Hong Kong courts.
  • Handling many large and small scale product recall and field action projects in China for multinational companies in automobile, food, medical devices, personal care, home appliances, and consumer electronics products industries. 
  • Representing four U.S. companies in the apparel, information technology, pharmaceutical, and information and data industries, respectively, on corruption and bribery issues before the U.S. Department of Justice and U.S. Securities Exchange Commission.
  • Conducting China-wide, cross-business internal investigations on behalf of several multinational pharmaceutical manufacturers.
  • Representing world leading automotive parts manufactures, apparel companies, and medical devices companies in conducting internal audits, and preparing codes of conduct and manuals in dealing with sponsorships, third-party or distributor relationships, and marketing activities.
  • Advising a European chemical product company and a U.S. pharmaceutical company on China compliance and labour issues related to whistle-blower claims and conflict of interest investigations for management personnel.
  • Representing various U.S. and European automotive products manufacturers and pharmaceutical companies in commercial bribery investigations by Chinese authorities, including the Market Supervision Administration and the newly established Supervisory Commission.
  • Conducting FCPA due diligence for U.S. information technology and life sciences clients in acquistions or joint ventures with Chinese companies.
  • Conduct FCPA and Chinese anti-corruption compliance training for multinational companies in consumer products, automobile, financial, energy, and information technology industries.
